Grass alongside roads and highways, as well as in easement and maintenance areas, are managed by the Nebraska Department of Transportation. The hay permit program allows the Department to sell the right to harvest hay that is grown in the aforementioned areas. This allows the Department to reduce overhead of labor and mowing equipment while benefitting farmers, ranchers, and other citizens who benefit from the ability to harvest additional hay that would otherwise go to waste.
